On February 10, 2023 at 3:17 pm, Troopers out of SP Niagara arrested Carl E. Russo, 19 of Youngstown, NY for Criminal Obstruction of Breathing and Criminal Contempt 2nd.
On February 10, 2023 Troopers responded to Balmer Road, town of Porter for a reported past tense domestic disturbance complaint. Further investigation revealed that Russo and the victim got into a verbal argument, and it escalated into a physical altercation. Additionally, the victim was the protected party of an order of protection against Russo. Russo was arrested and transported to SP Niagara for processing.
Russo was transported to the Niagara County Jail for centralized arraignment.
