The Town Board will be holding a work session before the Board meeting. According to the work session agenda which is attached, an Executive Session will be held for:

“Personnel matter involving matters leading to the employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person”

In my opinion this is not a proper motion for an executive session. You cannot simply list all of these items as a boilerplate motion. You don’t have to name the particular person you will be discussing but you do have to specify are you discussing hiring someone, demoting someone, disciplining someone, suspending someone etc.

You need to specify what you will be discussing and not list everything possible and leave it up to the public to figure out.

I hope that a more specific motion will be made at tonight’s meeting.

Attached is an opinion from the New York State Committee on Open Government, that supports what I am saying and which offers good guidance on how to do a proper executive session motion.
