A 32-year-old Ischua man was charged with Criminal Trespass, Failure to Provide Sustenance, and Neglect of an Impounded Animal on October 19, 2018 following a complaint about malnourished dogs.
According to New York State Troopers, officers investigated a complaint of malnourished dogs at a residence on Cash Road in the town of Ischua, and determined that Mark R. Kirtz had confined four dogs at the location without providing proper food and water.
Kirtz was arrested and issued appearance tickets for the Ischua Town Court returnable in December.
