OLEAN — A 26-year-old Franklinville man was charged Sunday afternoon with seventh-degree criminal possession of a controlled substance and fourth-degree possession of marijuana following a traffic stop on State Route 16.
According to New York State Police, Ryan D. Dinkins was stopped for traffic violations. While interviewing Dinkins, the odor of marijuana was present, leading him to be found with 70 grams of marijuana and two wax envelopes containing cannabis concentrate.
Dinkins was processed at SP Olean and issued an appearance ticket to return March 2017 in the Town of Olean court.
