LOCKPORT — A 14-year-old Lockport male was charged Tuesday with criminally negligent homicide, arson and a bevy of other charges in relation to a fire on Ohio Street.

The teen denied his involvement during a Niagara County Family Court appearance, but prosecutors say the teen knew Jospeph Phillips would die in the fire they say he helped to set — and didn’t tell anyone.

Since the accused was only 13 years old at the time, it’s unlikely he’ll spend years in any state facility. If found guilty, he’s more likely to spend several months in a detention center. He also faces charges of burglary and trespassing.
