FREWSBURG — A 39-year-old Frewsburg School teacher was charged Tuesday with third-degree sexual abuse, forcible touching and endangering the welfare of s child after the New York State Police Bureau of Criminal Investigation concluded he had an “inappropriate relationship” with a 16-year-old student.

According to NYSP, a school official had notified police of the situation in May. Police say the teacher, Steven D. Hess of Jamestown, had inappropriate contact with the student while on school grounds from April to May.

Hess was to appear at the Town of Carrol Court on Tuesday.
