BEMUS POINT — A West Palm Beach, Fla., man was charged with DWI and his female passenger was charged with disorderly conduct after the pair were found broken down on the side of I-86.

According to New York State Police, Carlos Torres and Nicole Kirbis — both 26 years old — were found by Park Police. New York State Police then showed up, determining Torres to be intoxicated and charging him with DWI. Kirbis then became belligerent and attempted to interfere with this process and was subsequently charged with obstructing governmental administration, resisting arrest and disorderly conduct.

Kirbis and Torres were transported to SP Jamestown where Torres provided a breath sample of .14 percent blood alcohol content. Kirbis and Torres were then processed, arraigned in the Town of Ellery Court, and transported to the Chautauqua County Jail.
