BUFFALO — The parents of three young children have been charged with endangering the welfare of a child after BPD found the kids emaciated and malnourished Monday evening.

According to Buffalo Police, there was garbage strewn through the `5th Street apartment consisting of dirty diapers, old boxes of take-out food and broken glass. Police say the temperature inside the apartment was at least 90 degrees.

The children were taken by ambulance to Women & Children’s Hospital for treatment and Child Protective Services has taken custody of the three.

Buffalo police arrested the mother, 24-year-old Maureen Fabre and 26-year-old Terrell Hagans, who reported as the father of the two youngest children

Buffalo police were assisted in the investigation by Cheektowaga police and the Erie County District Attorney’s office.
