ELMA — A 21-year-old West Seneca man was charged Friday night with driving while intoxicated following a traffic stop on Southwestern Boulevard.

According to New York State Police, Zachary M. Kotwicki was stopped after being seen speeding on Seneca Street. He was determined by Troopers to be intoxicated and charged as such, although he refused a chemical test.

Kotwicki was later processed and released to appear before the Town of Elma Court on Sept. 15.
