On November 1, 2023, the Bureau of Criminal Investigation out of SP Olean arrested Jacob J. Tarr, 30 of Roulette, PA for Forcible Touching and Endangering the Welfare of a Child.

On October 31, 2023, at 1:30 P.M., Troopers responded to Saint Bonaventure University for a unwanted touching complaint.  Investigation determined that Tarr forcibly touched a 19-year-old student in a common area and fled the scene. Troopers and the Bureau of Criminal Investigations were able to utilize investigative steps to identify Tarr and make an arrest. Tarr had an infant in his vehicle during the time of the incident and was charged with Endangering the Welfare of a Child. Tarr is not a student at the University. Tarr was arraigned at the town of Allegany Court and an order of protection was issued. Tarr was released on his own recognizance.
