On May 30, 2022, Troopers out of SP Olean arrested Frank Scarpa, 59 of Hinsdale, NY for Kidnapping 2nd (B Felony), Assault 2nd (D Felony), Menacing 2nd (A Misdemeanor) and Criminal Mischief 4th (A Misdemeanor).
On May 30, 2022 at approximately 9:00 P.M., Troopers out of SP Olean responded to a 911 call from Crosby Mart on State Route 16 in the town of Hinsdale for a possible kidnapping. Further investigation revealed that Scarpa went to the 34-year-old victim’s house at approximately 4:15 P.M., and began assaulting the victim. Scarpa then forced the victim to another location and tied the victim to a chair and continued to assault the victim with multiple objects. Scarpa left and the victim was able to escape and went to the Crosby Mart where the 911 call came in. The Bureau of Criminal investigation (BCI) obtained a search warrant for the location in which Scarpa assaulted the victim. Scarpa was arrested and processed at SP Olean.
Scarpa was arraigned in the town of Portville Court and remanded at the Cattaraugus County Jail with $50,000/$100,000 bail.
The NYSP Forensic Identification Unit, Bureau of Criminal Investigation and Cattaraugus County District Attorney’s Office assisted in this investigation.
This is an ongoing criminal investigation. The motive is still under investigation.
