On March 16th, 2022, Troopers out of SP Jamestown arrested Justin Meacham, 40, for Driving While Ability Impaired by Drugs, Aggravated Unlicensed Operation 1st Degree and Criminally Using Drug Paraphernalia 2nd Degree and Rachel Courtier, 37, for Criminal Possession of a Controlled Substance 7th Degree. Both Meacham and Courtier are Jamestown residents. 

Meacham was pulled over for committing a traffic violation on McDaniel Avenue in Jamestown and after failing several SFSTs, Meacham was placed under arrest. Further investigation revealed that Meacham was in possession of a smoking pipe and a digital scale, both containing drug residue and Courtier was in possession of a pipe containing methamphetamine residue. Courtier was also placed under arrest and both she and Meacham were transported to SP Jamestown. Courtier was processed and released with an appearance ticket. Meacham was evaluated by a New York State Police Drug Recognition Expert and determined to be under the influence of a narcotic, a stimulant and a depressant. Meacham provided a blood sample at UPMC Hospital and was transported back to SP Jamestown. Meacham’s driving record revealed that his driving privileges were suspended in New York for multiple alcohol related offenses. Meacham was then processed, issued tickets and released. Both Meacham and Courtier are scheduled to appear in the city of Jamestown Court later in the month.
