On April 17, 2020, Troopers out of SP Warsaw arrested Justin R. Kelly, 21 of Piffard NY, for driving while ability impaired by drugs.
On April 17, 2020, Troopers responded to a vehicle in a field on State Route 19 and Wyoming Road in the town of Covington. Troopers determined Kelly had been operating a vehicle while in an impaired condition. Kelly was arrested and transported to SP Warsaw where he was evaluated by a Drug Recognition Expert (DRE).
Kelly was released with appearance tickets for the town of Covington Court, where he is due to appear later in May.
