WIRT — A 49-year-old man and a 50-year-old woman, both from Richburg, were charged Friday with failure to provide sustenance, neglect of an impounded animal and failure to provide appropriate shelter for dogs.
According to New York State Police, along with Allegany County SPCA Investigators, Troopers investigated a complaint of malnourished and neglected dogs at a property on County Road 40 and located five dogs with no access to food, water, or heat. One of the dogs was frozen to the floor of a camper. Troopers determined James L. Graham and Helen R. Graham had committed the offenses listed above.
Both Grahams were arrested and arraigned in Wirt Town Court and released on their own recognizance. They are due to reappear in that court later this month.
