According to New York State Police, in April 2017, State Police received a cyber tip from the National Center for Missing and Exploited Children for possible conduct of child pornography. After making initial contact with Terrill C. McLin in 2017 and reviewing downloaded data from electronic devices it was determined that a possible victim was established. On June 21, 2018, the BCI executed a search warrant of other devices from McLin to further the investigation process.
