A 34-year-old Olean man was charged with Criminal Obstruction of Breathing or Blood Circulation on October 31, 2018 following the investigation of a previous incident in September.
According to New York State Troopers, officers had responded to the report of a fight between two males at the Westons Manor on September 3, 2018 in the town of Portville. Their investigation determined that William J. Bean had choked another male party, then fled the scene.
Bean was arrested on a warrant for this incident and arraigned in Portville Town Court, where he was released on his own recognizance. He is due to reappear in Portville Town Court later this month.
