BELMONT — A 36-year-old Belmont was charged Saturday with criminal possession of a controlled substance and unlawful possession of marijuana following a traffic stop on State Route 19. 
According to New York State Police, Jonathon D. Phipps was stopped for an inadequate muffler. While interviewing Phipps, Troopers observed prescription medication in plain view in the vehicle for which the driver had no prescription. A subsequent search also revealed a bag of marijuana.  
Phipps was taken into custody and transported to SP Amity for processing, then released on tickets and is due in the Village of Belmont Court on June 21.
