GREAT VALLEY — A 53-year-old Delevan man was charged Saturday with DWI refusal and failure to dim high beam headlights, as well as unlicensed operation of a motor vehicle.

According to New York State Police, at approximately 9:29 p.m. Paul S. Mitchell was stopped on State Route 219 for failing to dim high beam head lights. Troopers determined him to be intoxicated and took him to the Machias barracks for processing, where he refused to submit a breath sample.

Mitchell was arraigned in the Town of Great Valley and remanded to the Cattaraugus County Jail in lieu of $5,000 bail.
