RANDOLPH — A 39-year-old Randolph man was charged Friday with third-degree assault and endangering the welfare of a child following an altercation.

According to New York State Police, Troopers responded to the incident in which a third party reported two subjects involved in a physical altercation. Investigation revealed that David Chapman had kicked the underage victim in the head, causing injury.

Chapman was processed at SP Jamestown, issued appearance tickets returnable to the Town of Randolph Court and released.
