TOWN OF LOCKPORT — A 63-year-old Lockport man was charged Friday with driving while intoxicated and leaving the scene of a property damage accident. 

According to New York State Police, Niagara County 911 dispatched Troopers to the report of a vehicle leaving the scene of an accident in the Kenyons parking lot located on Robinson Road. The operator of the suspect vehicle was identified as Jay E. Penman during the investigation. He was located at his residence a short time later where he showed signs of alcohol intoxication and refused to be administered field sobriety tests. He was placed under arrest and transported to SP Lockport where he consented to a breath test that recorded a .12 percent blood alcohol content.

Penman was issued traffic tickets returnable to the Town of Lockport Court where he is scheduled to appear at a later date.
